In a decisive action reaffirming statutory discipline and transparency in co-operative institutions, the Chairman of Taloja CETP Co-operative Society Ltd stands removed from office after authorities conclusively establish that false information was furnished on oath during the Society’s 2023 elections.
The elections were conducted under the supervision of the Assistant Registrar, Co-operative Societies, Panvel, where all contesting candidates were required to submit a sworn affidavit on ₹100 stamp paper confirming compliance with eligibility conditions prescribed under the Maharashtra Co-operative Societies Act, 1960. One of the key conditions is adherence to the two-child norm introduced through the 2001 amendment under Section 73CA(1)(f)(vii), which disqualifies any person having more than two children from contesting or continuing as a member of a managing committee of a co-operative society.
Sandeep Arjun Dongare, Representative Director of Sanchita Marine Products Pvt. Ltd., MIDC Taloja, contested the election after filing an affidavit declaring that he had only two children. Based on this declaration, he was elected and later assumed charge as Chairman of the Society.
However, in June 2025, the Taloja Industries Association (TIA) and the Taloja Manufacturers Association (TMA) receive a written complaint from an industry member alleging that Dongare has three children and had deliberately suppressed material facts in his sworn affidavit. Acting jointly, both associations approach the Assistant Registrar, Panvel, seeking verification and immediate statutory action.
The matter is heard by Assistant Registrar Bharti Katule. During the proceedings, Dongare reiterates his claim of having only two children. Subsequently, TIA and TMA submit extensive documentary evidence including birth certificates, Aadhaar records, ration card details and other government documents. The evidence conclusively establishes that Dongare has three children—two daughters and one son—and that no exemption under law is applicable.
Following the presentation of evidence, Dongare submits a fresh affidavit contradicting his earlier sworn declaration, clearly establishing intentional suppression of facts.
By a final order dated November 20, 2025, the Assistant Registrar holds that Section 73CA(1)(f)(vii) of the Act has been violated and that false information was furnished on oath. Accordingly, Dongare stands disqualified and is removed as Chairman and Director of the Taloja CETP Co-operative Society Ltd with immediate effect.
Consequent to the order, the process for election of a new Chairman is initiated. The election meeting is scheduled to be held on January 13 at 3:30 pm at the office of the Assistant Registrar, Co-operative Societies, Panvel, under official supervision.
Industry leaders welcome the order, stating that it sends a strong message that affidavits are solemn legal declarations and statutory norms in co-operative governance cannot be compromised.
